ABSTRACT: This study examines the concept of a circular economy. The main priorities and goals set by the countries of the European Union for the transition from a planned to a circular economy are examined. The main instruments necessary for achieving these goals are analyzed. Finally, an assessment of the transition of the Republic of Bulgaria from a planned to a circular economy is made. Through a system of indicators, an assessment of the transition is made and recommendations for the effective implementation are derived.
