ABSTRACT Tourism is one of the most important sectors of the Bulgarian economy. Traditionally perceived as part of the services sector. Due to natural capital in the form of natural beauty, artificial objects and favorable climate, tourism in Bulgaria provides an additional and easily profitable source of income for the economy. Therefore, the rent-seeking created in tourism is similar to the rent created by the use of natural resources. The report finds that demand for tourism can be stimulated by tourism legislation. The impact of Covid-19 measures and legislative initiatives helps to create a demand for rent-seeking
